About BCD
Since 1981, BCD has served the disadvantaged of Little Rock’s 12th Street Corridor. Originally founded as Black Community Developers, an outreach program of Theresa Hoover United Methodist Church, in 2010, the organization changed its name to Better Community Development to reflect the inclusive nature of BCD’s programs.
In 1992, with initial funding from the Robert Wood Johnson foundation, Rev. Dr. Robinson forged an alliance with the City of Little Rock to form the Fighting Back Initiative. The program evolved into the Neighborhood Support Center, which was funded in part by a city half-cent tax and through state, federal and private support.
As a result of a partnership with the City and with HUD, the Hoover Treatment Center was created. The Hoover Treatment Center provides out-patient services and residential treatment for up to 58 people with substance abuse problems. Additional Support Center provisions include a homeless shelter, an HIV/AIDS ministry, job training, permanent and supportive housing, and a gang intervention program.
Not only do BCD’s programs impact the lives of individuals, they also invest in the community’s physical infrastructure by building affordable housing for low-to-moderate income families. BCD’s Affordable Housing Program is certified by the Arkansas Development Finance Authority to provide monthly homebuyer-education courses. Participants become eligible for state grants to assist with home buying costs. Instructors are volunteers from four area banks who also review the curriculum as needed.
