Community Action Partnership-Mobile Community Action
Mobile’s Community Action Partnership offers the following programs:
- Low Income Home Energy Assistance Program (LIHEAP): The LIHEAP Regular Assistance Program provides payment of a fixed-benefit based upon household monthly income and size. LIHEAP benefits are paid directly to the utility companies. Qualified households can receive assistance once per program. The LIHEAP Crisis Assistance Program provides assistance to low-income households to avoid disconnection, or to restore service following disconnection. Benefits are paid directly to the utility companies. Qualified households can receive assistance once per program.
Who Can Apply for Assistance:
The head of the household; or the spouse of the head of the household.
Information Needed to Apply for Assistance:
A current utility bill (the bill must be in the name of the head of the household or the spouse of the head of the household); current picture identification for the applicant; Social Security card(s) for all members living in the household; and income verification (for the previous month) for all members of the household, who are 18 years of age or older.

- Community Service Block Grant Program (CSBG): Population Served: Individuals or families whose household income is or below 125% of the Federal Poverty Level.Services Provided: CSBG is a supplemental funding for programs and services, which serve low-income individuals and/or families to fill gaps in community services. Provided funding is available, we can assist with the payment of mortgage or rent; and/or emergency utility assistance.
- Head Start: Head Start serves low-income children between the ages of 3-5. Head Start offers free services to families who reside in Mobile and Washington Counties and meet federal low-income guidelines. Families who receive public assistance or other benefits may also be eligible. Those who are not eligible for free services may qualify if there are special needs or foster children in the household.
