Low-Income Home Energy Assistance Program

The Low-Income Home Energy Assistance Program (LIHEAP) is administered by Shelby County Community Services Agency and is funded by Tennessee Housing Development Agency (THDA). The program is designed to assist eligible households in meeting the rising cost of home energy.

LIHEAP has two programs that operate consecutively: Regular Assistance Program (EA)and Energy Crisis Program (EC).

LIHEAP qualified households may receive a one-time payment per fiscal year to assist with their utility bill. The benefit level for each program starts at $175 up to $650 per household. The LIHEAP payment will be made directly to the utility vendor.

Eligibility
Each program requires that the household falls within 150% of the Federal Poverty Guidelines. The LIHEAP fiscal year runs July 1st through December 31st.

Regular Energy Assistance Program (EA) provides assistance to any household that has an active utility account and the household falls within the income guidelines.

Citizens who need utility assistance are encouraged to call (901) 222-4280 for an appointment each Monday beginning July 23, 2018.

Energy Crisis Program (EC) provides assistance to any household that has an active utility account, received a cut-off notice and one of the following:

  • Household member 60 years of age or older
  • Household member 5 years of age or younger
  • Household member handicapped or disabled
  • Household has experienced an uncontrollable circumstance
